Board of Directors
The Board of Directors provides leadership and strategic direction for the Institute, by deciding priorities, determining policy and monitoring performance accountabilities. The Board comprises six persons committed to the objectives of the Company. Board members are volunteers.

Professor Brian Layland, BSc OAM (Chair)
Since graduating as an optometrist in 1953, and with a Bachelor of Science (OptSc) in 1958, Brian Layland has become a well respected optometric practitioner active in the scientific and professional communities. He is the Director of Aboriginal Programmes for the International Centre for Eyecare Education. He has been a Member of the Council of the Australian Optometrical Association (AOA), NSW Division, since 1955; National President of the AOA (1976-1979), National Vice President (1971-1989) and State President (1971-1972); Vice-President of the International Optometric and Optical League (1978-1979); and was involved in the establishment of Australia’s Independent Optometrists group. He is a visiting lecturer (since 1971) and Advisory Committee Member (since 1957) of the University of New South Wales (UNSW) School of Optometry and Vision Science; a Visiting Professor for the Cooperative Research Centre of Eye Research and Technology and now Vision CRC; and a Member and Chairman of many professional committees involved with government at State and Commonwealth levels. He is the chief architect, overseer and Secretary of the Board of VisionCare NSW, which administers the NSW Government Spectacle programme. |

Adjunct Professor Charles McMonnies, MSc (Chair, Research Committee)
Charles W. McMonnies graduated from the School of Optometry, University of New South Wales with BSc (1966) and MSc (1971) and has practised as an optometrist in Sydney having special interests in contact lenses and Children’s Vision. He is a Member of Council for the International Society of Contact Lens Research; Member and Past President of the Contact Lens Society of Australia; Life member New Zealand Contact Lens Society; Member of the Board of Management for the Optometric Vision Research Foundation. He has been an Adjunct Professor, School of Optometry, UNSW since 1995, and lecturer, tutor, and clinical supervisor (Bachelor and Master of Optometry degrees) 1969-2000. He is the author of 3 books, 5 text book chapters and over 80 scientific and clinical papers. |

Professor Brien Holden, BAppSc PhD DSc OAM
Brien Holden founder and Director of the Cornea and Contact Lens Research Unit at the School of Optometry and Vision Science, University of New South Wales, Deputy CEO of the Vision Cooperative Research Centre, and was Director of the Cooperative Research Centre for Eye Research and Technology. He graduated Bachelor of Applied Science from the University of Melbourne in 1964 and gained his PhD from City University (London) in 1971. He has held numerous academic, professional and university appointments. He was a co-founder of the International Association of Contact Lens Educators in 1979, Vice-Chairman in 1979-1991 and President from 1991-1999. He was the Founding President-elect at the establishment of the International Society for Contact Lens Research, was President of the Society in 1982-1984 and continues as an Executive Member. He is Founder of the Optometric Vision Research Foundation, being President from 1973-1982, and Founding Director of the Institute of Eye Research. Brien Holden is active in international education and research and is the author of almost 200 refereed papers. He is also active in international public health, being Chair of the International Centre for Eyecare Education, and Chairman of the Board of Management of VisionCare NSW. He was appointed as the Chair of the Refractive Error Working Group of the World Health Organisation, and is Co-Chair of the Vision 2020 Australia group. His distinguished contribution to optometry and vision science has been recognised with Honorary Degrees of Doctor of Science by the State University of New York in 1994, the Pennsylvania College of Optometry in 1998, by the City University London in 1999, and the University of Durban-Westville, South Africa, in 2002; and he has also received a number of prestigious international awards, including a Special Recognition Award medal from the Association for Research in Vision and the inaugural International Award of the Academy of Optometry 2004. |

Professor Deborah Sweeney, BOptom PhD
Deborah Sweeney is Professor and Chief Executive Officer of the Vision Cooperative Research Centre; and was Executive Director of the Cornea and Contact Lens Research Unit of the UNSW School of Optometry and Vision Science; and Executive Director of the Cooperative Research Centre for Eye Research and Technology. She is active in international optometry, taking roles as Secretary (1991-2000), Treasurer (1994-2000), President (2000-present), Secretary of the Asia-Pacific Regional Group (1991-present) and Assistant Secretary of the European, Africa-Middle East and Latin American Regional Groups (1991-present), of the International Association of Contact Lens Educators; Councillor (1988-1990), Secretary and Member of the Executive (1990-present), and President (2000-2003) of the International Society for Contact Lens Research; Secretary General, Keratoprosthesis (KPro) Study Group (2001-present); Treasurer of the Optometric Vision Research Foundation (1984-present); and Secretary of VisionCare NSW (1994-present). She is a well-respected researcher who has authored almost 100 refereed papers. |

Francis Back, LLB
Frank Back a graduate of Sydney University Law School is a lawyer who
specialises in a wide range of commercial and property transactions in
particular the relationship in those transactions between property and
licences issued under State and Federal legislation. Frank has 30 years
of experience in private practice. He acts for public companies,
developers, and major private equity clients. |

Anthony Chapman-Davies, BOptom MOptom
Anthony Chapman-Davies has been a practising optometrist since 1979, and is active in the Australian professional and research community. He is Chairman and former Secretary of the Optometric Vision Research Foundation (Australia); Member and former NSW AOA State Councillor of the Australia Optometric Association; and State Treasurer and former National Vice-President of the Contact Lens Society. In education he is a visiting clinical supervisor, tutor and lecturer of the School of Optometry and Vision Science at UNSW. |
